Reconnecting communities after a natural disaster

Cyclone Jasper Disaster Recovery

When extreme weather isolates communities and damages critical infrastructure, reconnecting people and restoring resilience becomes urgent. In December 2023, Far North Queensland was devastated by Cyclone Jasper. ?It unleashed 3.2 metres (10 feet) of rain in a week and another metre (three feet) in the months that followed. The floods washed away roads, destroyed bridges and culverts, and triggered more than 100 landslips. Communities were cut off and the only road connecting Port Douglas and Mossman to Cape Tribulation and Wujal Wujal was severed in multiple locations.

Local councils, Indigenous communities and residents led the recovery, supported by state and federal agencies. The Queensland Reconstruction Authority (QRA) appointed our team as chief engineer to accelerate the response. We provided technical and program support, drawing on teams across Queensland. Our role included project and funding management, investigations, stakeholder engagement, debris coordination, and construction oversight.

With damage extending through the World Heritage-listed Daintree National Park, recovery required close collaboration with Traditional Owners, environmental agencies, and local residents to protect cultural and ecological values.

By late 2025, most works have been awarded and are progressing. Critical links have reopened, reconnecting communities and restoring access. Once complete, the project will deliver safer infrastructure, renewed economic activity, and a lasting example of community-led recovery.
