Zac specializes in economic analysis and the development of equitable and financially sustainable rate structures for water, sewer, stormwater, and solid waste funds utilities. He focuses on long?term financial forecasting, cost?benefit and economic impact analyses, and socioeconomic research that helps public agencies, governments, and developers make informed, strategic decisions.
With more than six years of experience supporting state, local, and federal entities, Zac has supported a wide range of infrastructure planning and utility finance efforts. Recent work includes partnering with the U.S. Bureau of Reclamation to design methodologies for evaluating the financial and economic feasibility of rural water supply projects, as well as collaborating with the US Water Alliance on the Value of Water Campaign and a pilot program exploring alternative pricing mechanisms. Week to week, Zac provides rate consulting for municipalities throughout Colorado, Arizona, and California.
Outside of work, Zac spends as much time outdoors as possible—fishing, camping, hunting, golfing, or being with his dogs. He’s also an enthusiastic Denver sports fan, cheering on the Broncos, Nuggets, Avalanche, and Colorado State Rams.?
